The only time it is a viable strategy to farm Doc Mercy for better versions is when you do so in UVHM.

But yeah Sheriff's Badge and Deputy's Badge both have 4 possible grades all same chances. Though relics can have as many as 16 and like in the case of ancient relics, don't have to have equal odds. For example with the ancient relics there are 8 grades and the 4 better grades are 10x rarer. Feel free to contribute to this list by simply pasting the code.
